Finally, a graphics-related post after, what, 2 months? :)
Made with PS7. Uses selective coloring, curves, color balance, hue/saturation. Not translatable. So far, I've only tried this on Disney caps, so tell me if this looks nice on other images as well. XD

1. Open your base.

2. Create a New Adjustment Layer -> Curves.
RGB - Input: 111, Output: 149
Red - Input: 183, Output: 199
Green - Input: 158, Output: 176
Blue - Input: 178, Output: 168
Duplicate this layer and set to 50%.

3. Duplicate (Ctrl+J) your base, drag to the top, and set it to Soft Light 100%.

4. Create a New Adjustment Layer --> Selective Color.
Reds: -100, +7, +19, 0
Neutrals: +16, -13, +17, 0
Blacks: 0, 0, 0, -3

5. Create a new layer and fill with a dark blue (#0A1B3C). Set it to Exclusion 50%.

6. Create a new layer and merge copy (Ctrl+Shift+Alt+E), drag to the top, and set to Lighten 100%. Go to Image --> Adjustments --> Color Balance and adjust to your liking. In this specific icon, I used:
Midtones: +100, +55, +21

7. Create a New Adjustment Layer --> Hue/Saturation and set to Color 30%.
Saturation: +50

8. Paste this texture by

9. Paste this texture by ??? (please tell me if you know~!)and duplicate. Set the first one to Darken 70% and the second to Overlay 25%.

11. For the text, I used 18 pt. Rockwell Condensed @ #FFFFFF, rasterized the layer, duplicated it, and set both to soft light. Then erase the part covering your subject.

12. To bring out more contrast between the reds and greens, create a New Adjustment Layer --> Selective Color.
Reds: -100, +7, +6, 0
Neutrals: -12, 0, 0, 0

13. Finally, paste this texture by
